Quarterly Garbage Bills from the City of Saint Paul are Legitimate

On August 1, City of Saint Paul mailed (via USPS) the quarterly garbage bills to property owners with 1-4 units for April – June service. Payment is due September 1. THIS IS AN OFFICIAL INVOICE FROM THE CITY OF SAINT PAUL. 

Residents should have received the following in the mail:

  • The paper copy of an invoice for their property address (April-June 2025 service period)
  • The quarterly Garbage & Recycling newsletter
  • The Snow Emergency Brochure
  • A return envelope

Payment is due September 1. You can safely pay your bill the following ways: 

  • Mail a check using the provided return envelope. 

  • Pay online or set up autopay options through the City’s secure third-party payment vendor: 
    Pay My Garbage Bill. All online payments are processed securely through Old National Bank and do not go through City servers. 

YARD WASTE BILLS: Residents who have opted to sign up for additional yard waste services received a mailed invoice from the City of Saint Paul a few weeks ago. Yard Waste is billed separately from garbage collection services. THIS IS A VALID BILL FROM THE CITY OF SAINT PAUL.

Bills are available online and can be viewed and paid now at stpaul.gov/assessments with check or credit/debit card. Autopay is also available. Please note that the assessments link is not accessing the city's system: https://eproperty.logis.org/stpaul/assessments/search

Quarter 2 Garbage Bills: Frequently Asked Questions

On April 1, 2025, the City of Saint Paul began a new garbage hauling contract for homes with 1-4-units. Garbage bills are now processed through the City of Saint Paul Assessments Office. Bills will be mailed quarterly in the month following a service period. The first garbage bill for 2025 was mailed July 31 for April-June services. Payments are due September 1. 

Customer Service: All customer service needs for garbage and recycling are handled by the City. This includes missed collection reports, billing questions, cart repairs, and all other waste-related inquiries.

Bulky Item & Mattress Collection

You can get a limited number of bulky items (too large to fit in your cart) picked up for no additional charge with your regular collection. You can have more bulky items collected for a fee. 

All households get unlimited free mattress collection through our mattress recycling program.

Food Scraps & Yard Waste

Food scraps (organics) and yard waste (leaves, grass clippings, branches) can be recycled into compost:

  • Sign up for yard waste collection or bring it to a drop-off site.
  • Get compostable bags for food scraps. Bring full bags to a drop-off site.
  • Turn yard waste and food scraps into compost in your own backyard.

Household Hazardous Waste Drop-Off

Many everyday items are dangerous if not disposed of safely. These are called hazardous waste. Common examples include:

  • House paint
  • Batteries
  • Motor oil
  • Syringes
  • Medications

Hazardous waste cannot go in your garbage or recycling cart. Safe disposal protects people and our environment.

Ramsey County collects hazardous waste at a year-round collection site. They also host seasonal collection events.

Event Recycling & Composting

Hosting an event in Saint Paul? We can provide containers for garbage, recycling, and food scraps.

You can borrow containers at no cost for public and private events, including:
    • Block parties
    • Family reunions
    • Public events and festivals

Event organizers are responsible for disposing of any waste collected in these containers.
