Overview
Osborn Plaza, previously known as both Ecolab Plaza and Capital Centre Plaza, is an urban park in the heart of Downtown Saint Paul. It has been owned by the City since 1979 and serves as a prominent pedestrian access point for the skyway system and two privately-owned towers. Over the years, both the ownership and the tenants of the towers have changed, as have the needs of our downtown residents, employees, and visitors. These changes, along with the active deterioration of the park facilities have sparked the need for improvements to this place.
The major goals of this improvements project are to activate the site for extended use while improving the overall site access and flow of circulation. In 2017, with the input of an advisory committee, the City of Saint Paul Department of Parks and Recreation Design & Construction Team created a Concept Plan for Osborn Plaza which improves the sociability, accessibility, and comfort of the plaza by providing landscape, leisure, public art, and seating.
The Parks & Recreation Design & Construction Division will be revisiting the 2017 Osborn Plaza Plan to confirm the program elements and scale of the spaces are still relevant and to prioritize the integration of art in this space. The new design will transform Osborn Plaza into a vibrant and useful space in the downtown core.
