Description
A portion of the south corridor of the Capital City Bikeway along Kellogg Boulevard from St. Peter Street to Jackson Street will be constructed between July 2023 and summer 2024. The project will include:
- New separated bikeway on the north side of Kellogg Boulevard
- New sidewalks on the north side of Kellogg Boulevard
- Signage, lighting and signal improvements
- New pavement, curbs, and gutters
- Sewer and water improvements

Kellogg Boulevard work is substantially complete, updated July 12, 2024
The Kellogg Boulevard project from Jackson Street to St Peter Street is substantially complete. All permanent lane closures and pedestrian route impacts have been removed from the site.
There will be intermittent lane closures on Kellogg Boulevard in both the eastbound and westbound direction as the contractor finishes project cleanup and minor punchlist work through late July.

Other area closures and restrictions in Downtown Saint Paul, updated July 12, 2024
Construction is happening throughout downtown. Plan accordingly and expect delays. Please follow all posted signs. Road and lane closures will change as construction continues.
- 6th Street: Reduced to one lane between West 7th Street and Wabasha Street.
- 7th Street: Reduced to one lane between Minnesota and Jackson Streets.
- Jackson Street: Closed between 2nd Street and Shepard Road.
- Kellogg Boulevard: Periodic, short-term closures between St. Peter and Jackson Streets continue through late-July.
- Minnesota Street: Lane restrictions between 11th Street and 6th Street. Periodic, short-term lane closures between 6th Street and Kellogg Boulevard. More activities are expected to begin in mid-July.
- Robert Street:
- Robert Street is only open to northbound traffic between 5th and 4th Streets.
- 5th Street: No right turn is permitted on to Robert Street.
- Robert Street remains reduced to one lane in each direction between 7th and 6th Streets, and between 5th Street and Kellogg Boulevard.

- Shepard Road/Warner Road: Temporarily closed between Eagle Parkway and Highway 61 due to flooding and is scheduled to reopen on Wednesday, July 17 after 6 p.m.
- Two-way traffic is temporarily allowed on Jackson and Sibley Streets between Kellogg Boulevard and Shepard Road for local access.
- Smith Avenue: Only open to southbound traffic between 5th Street and Kellogg Boulevard.
- St. Peter Street: Lane restrictions between 6th Street and Kellogg Boulevard.
- Sibley Street: Lane restrictions between 5th and 4th Streets. Road closed between 2nd Street and Shepard Road.
- Wabasha Street: Lane restrictions between 7th and 5th Streets.
- Washington and Market Streets: Closed to traffic at 6th Street. No left turns on to 6th Street from Washington and Market Street. No left turns from 6th Street on to Washington and Market Streets.

The signal at the Wabasha Street and Kellogg Boulevard intersection is fully operational as of this week, with no lane restrictions for northbound traffic. Eastbound and westbound traffic on Kellogg Bouleavrd is still limited to one lane in each direction between St. Peter and Cedar streets; however, all turning movements are available at the Wabasha Street intersection.
In addition, all pedestrian walkways within the project area are now open.

Changes to lane restrictions on Kellogg Boulevard between St. Peter Street and Cedar Street on May 7
Wabasha Street at Kellogg Boulevard will reopen to pedestrians and vehicle traffic on May 7 in the late afternoon.
Detours and vehicle access:
- No right turns from northbound Wabasha Street onto eastbound Kellogg Boulevard.
- Wabasha Street will be open to vehicles continuing straight or turning left (westbound) onto Kellogg Boulevard.
- Kellogg Boulevard traffic is reduced to one lane in each direction between St. Peter Street and Cedar Street.
- Expect congestion on Kellogg Boulevard between St. Peter Street and Cedar Street.
Pedestrian access:
- Sidewalk is closed on the north side of Kellogg Boulevard in front of the Saint Paul City Hall/Ramsey County Courthouse (between Wabasha Street and St. Peter Street).
- To cross Kellogg Boulevard at Wabasha Street, please use the west crosswalk. The east crosswalk is closed.
- To cross Wabasha Street at Kellogg Boulevard, please use the north crosswalk. The south crosswalk at the bridge is closed.

Starting April 8 Wabasha Street closed between Kellogg Boulevard and 4th Street
Kellogg Boulevard will be reduced to 1 lane in each direction through the Wabasha Street Intersection from Cedar Street to St Peter Street
Beginning April 8, construction on Kellogg Boulevard resumes from last year. April 3-5, there will be minor impacts to traffic in this area. Phase 1 construction is expected to take approximately 1 month, weather permitting. Phase 2 construction is expected to begin in May and take approximately 1 month.
Detours and vehicle access (Phase 1):
- Northbound traffic from the Wabasha Street bridge will be able to turn both left (westbound) and right (eastbound) onto Kellogg Boulevard.
- Kellogg Boulevard will reduced to 1 lane in each direction through the Wabasha intersection.
- To access the Intercontinental Parking Ramp, Wabasha Street between Kellogg Boulevard and 4th Street will be two-way local traffic only. Use 4th Street to access the parking ramp.
Traffic impact: Expect congestion on the Wabasha Street bridge and on Kellogg Boulevard near the intersection of Wabasha Street and Kellogg Boulevard.
Pedestrian access: Sidewalks on Wabasha Street and Kellogg Boulevard may be closed and detoured for this work. Please follow posted signs.
Kellogg Boulevard work Phase 2 in May: Wabasha Street on the north side of Kellogg Boulevard will reopen to traffic. Kellogg Boulevard traffic will be reduced to one lane in each direction between St. Peter Street and Cedar Street. This impact will be approximately one month.
Weather permitting, expect construction work to last for approximately two months, separated into two phases. Additional cleanup and restoration work, which may include intermittent lane closures, is anticipated to last until mid-summer.

Saint Paul Public Works anticipates that construction work of the Capital City Bikeway on the north side of Kellogg Boulevard from St. Peter Street to Jackson Street will start in July 2023.
The integration of this new 2-way separated bikeway will require reconstruction of the existing Kellogg Boulevard sidewalk, roadway, and center medians. The project will also include improvements to drainage, underground utilities, traffic signals, lighting, and replacement of the median trees.
In preparation for summer construction, tree removal is tentatively scheduled to start March 21 and may take until the end of March. The eastbound lane of Kellogg Boulevard along the center median may be closed for tree removal work. Please follow all posted signs.
Tree removal is necessary because the new layout of the roadway and bikeway reshapes the medians where there are currently trees. Other trees in the area will be impacted by the construction activities and must also be removed. As part of the project, a similar number of new trees will be planted in the new medians and along the bike path.
Utility work may also be occurring along Kellogg Boulevard before July. For specific questions, timing, or concerns about utility work, please contact the utilities directly.
New Sidewalks: No Salt
Please refrain from using salt to remove ice on new concrete installed this year. Salt will harm newly installed concrete and increase freeze/thaw cycles, which can do further damage.
We appreciate your assistance in helping maintain the new sidewalks.
