Description
A portion of the south corridor of the Capital City Bikeway along Kellogg Boulevard from St. Peter Street to Jackson Street will be constructed between July 2023 and summer 2024. The project will include:

  • New separated bikeway on the north side of Kellogg Boulevard
  • New sidewalks on the north side of Kellogg Boulevard
  • Signage, lighting and signal improvements
  • New pavement, curbs, and gutters
  • Sewer and water improvements

    Construction Update

    Kellogg Boulevard work is substantially complete, updated July 12, 2024

    The Kellogg Boulevard project from Jackson Street to St Peter Street is substantially complete.  All permanent lane closures and pedestrian route impacts have been removed from the site.  

    There will be intermittent lane closures on Kellogg Boulevard in both the eastbound and westbound direction as the contractor finishes project cleanup and minor punchlist work through late July.

    Construction is happening throughout downtown. Plan accordingly and expect delays. Please follow all posted signs. Road and lane closures will change as construction continues.

    • 6th Street: Reduced to one lane between West 7th Street and Wabasha Street. 
    • 7th Street: Reduced to one lane between Minnesota and Jackson Streets.
    • Jackson Street: Closed between 2nd Street and Shepard Road.
    • Kellogg Boulevard: Periodic, short-term closures between St. Peter and Jackson Streets continue through late-July.
    • Minnesota Street: Lane restrictions between 11th Street and 6th Street. Periodic, short-term lane closures between 6th Street and Kellogg Boulevard. More activities are expected to begin in mid-July.
    • Robert Street: 
      • Robert Street is only open to northbound traffic between 5th and 4th Streets.
      • 5th Street: No right turn is permitted on to Robert Street.
      • Robert Street remains reduced to one lane in each direction between 7th and 6th Streets, and between 5th Street and Kellogg Boulevard.
      • Pedro Park: No current traffic impacts expected. For more information, please visit the Pedro Park project’s website: www.stpaul.gov/pedropark.
    • Shepard Road/Warner Road: Temporarily closed between Eagle Parkway and Highway 61 due to flooding and is scheduled to reopen on Wednesday, July 17 after 6 p.m.
      • Two-way traffic is temporarily allowed on Jackson and Sibley Streets between Kellogg Boulevard and Shepard Road for local access.
    • Smith Avenue: Only open to southbound traffic between 5th Street and Kellogg Boulevard. 
    • St. Peter Street: Lane restrictions between 6th Street and Kellogg Boulevard. 
    • Sibley Street: Lane restrictions between 5th and 4th Streets. Road closed between 2nd Street and Shepard Road. 
    • Wabasha Street: Lane restrictions between 7th and 5th Streets. 
    • Washington and Market Streets: Closed to traffic at 6th Street. No left turns on to 6th Street from Washington and Market Street. No left turns from 6th Street on to Washington and Market Streets.

    NOTE: All construction activities and traffic impacts are weather and schedule permitting and subject to change.

    New Sidewalks: No Salt

    Please refrain from using salt to remove ice on new concrete installed this year. Salt will harm newly installed concrete and increase freeze/thaw cycles, which can do further damage.

    We appreciate your assistance in helping maintain the new sidewalks.
