Overview

This license is for a person who practices massage and conducts massage services from a licensed massage or bodywork center, a Saint Paul licensed home location, or an off-site massage or bodywork location pursuant to Chapter 412. If you have questions, contact DSI at 651-266-8989, or email the DSI Message Center.

Massage Practitioner Application Requirements

To apply, submit the following to the Department of Safety and Inspections:

  1. A complete application
  2. Proof of Education Requirements: (Submit proof of one of the following options):
    1. A valid Saint Paul Massage Practitioner License issued within the past five (5) years. Submit your previous license number or a copy of your license.
    2. Successful completion of national certification examinations in therapeutic massage and bodywork, as required by the Saint Paul Legislative Code.
    3. A transcript from an accredited or licensed school showing successful completion of a postsecondary course of study with a minimum of 500 contact hours.
  3. A Certificate of Insurance:
    • Minimum general liability coverage of $1,000,000 and professional liability coverage of $1,000,000.
    • The insurance policy must list the City of Saint Paul as an additional insured by noting DSI’s address:

    • Include a 30-day cancellation notice
  4. Submit a signed form confirming receipt of Section 414 of the Saint Paul Legislative Code. Acknowledgement of Receipt of Massage Practitioner Ordinance
  5. License Fee of $106.00.

Temporary Massage Practitioner Application Requirements

You must submit the following:

  • Temporary Massage Practitioner License Application
  • Proof of a current license from another municipality, county, or state with license provisions substantially similar to those contained within this chapter.
  • Providing massage or bodywork services for a period of fewer than 15 days in a calendar year.
  • Provide proof of general and professional liability insurance.

Expiration/Renewal

A Massage Practitioner License expires on the same date as the insurance and may be renewed annually.
