Overview
The City of Saint Paul Department of Safety and Inspections (DSI) will perform and evaluate all required record checks. Upon satisfactorily meeting the ordinance requirements for this license, DSI will notify neighboring property owners (within 350 feet), district councils, neighborhood organizations, the City Council, and any other interested parties, of the new application. This notice allows citizens to express any support of or objection to the license application within 15 days to the office indicated on the notification. If no objections are received within the 15-day waiting period, the license will be sent to City Council for final approval.
Objections
If objections are received, a legislative hearing will be scheduled before a legislative hearing officer. The applicant and objectors will receive notice of the time, place, and date of the scheduled hearing. At the hearing, the hearing officer will take testimony from all interested persons. At the end of the hearing, the Legislative Hearing Officer will make a recommendation to the City Council at the next scheduled council hearing. The following types of recommendations can be made by the hearing officer:
- Recommend approval
- Recommend approval with conditions
- Recommend to refer the application to an administrative law judge for further review
The City Council will have the final authority to grant or deny the application. They may impose restrictions (e.g., hours of operation, parking restrictions, etc.) on the granted license .
