Online, using the Saint Paul Data Practices Center

  • Visit: https://www.stpaul.gov/datarequest
  • Click on the “Data Practices Request” button
  • Create an account of login
  • Fill out an easy form
  • Attach a copy of your state driver’s license/ID, passport, or military ID if you are the “subject of the data”
  • Submit your request
  • Fee is waived for Data Practices Center report requests (this does not apply to reports of 100 pages or more, body-worn camera videos, closed circuit television videos, in-car camera videos, audio, or transcripts)

We will process your request as soon as possible and email it to you.  Per MN Data Practices Law (Chapter 13), if you are the data subject, we must respond to your request within 10 business days.  If you are not the data subject, it may take up to 30 business days to process your data request.

Permit to Purchase applications can be submitted in person or via mail.

Effective August 1st, 2023, the response time for application has been extended from 7 days to 30 days. 

         §624.7131 subd 5, updated by 2023 Regular Session Chapter 52, Article 13, Section 1: 

         Subd. 5, Granting of Permits.

         (a) The chief of police or sheriff shall issue a transferee permit or deny the application within seven 30 days of application for the permit.

Applications must be legible and filled out thoroughly and the photos must be clear in the photocopy, otherwise your application may be delayed.  City of Saint Paul is not responsible for applications and documentation lost prior to being received by the Saint Paul Police Department.  Requests will no longer be processed via email. 

Applications received on weekends or holidays will be processed the next business day.

The SPPD Records Unit mission is to provide quality customer service to members of our community, our department, and other governmental agencies within an atmosphere of individual integrity and mutual respect.  The Records Unit is responsible for the accurate processing, storage, and appropriate dissemination of police report information in a timely and courteous manner, and the facilitation of the effective flow of information within the department in support of the goals and objectives of the SPPD mission.

Traffic Accident reports for incidents reported:

The cost for copies of police reports is $0.25 per page. Questions regarding costs, directions, and other issues should be directed to the Records Unit main line at: 651-266-5700.

In accordance with 2023 legislative updates to §169.09 subd 13 (1), written requests for MN State Accident Reports will be processed when indicated for one of the following instances:

1)    Any individual involved in the accident, the representative of that individual’s estate, or the surviving spouse, or one or more surviving next of kin, or appointed trustee under section 573.02;   
2)    Any other person who is injured in person or property, or means of support, who incurs costs as a result of the accident;   
3)    The legal counsel of any persons in 1 or 2;   
4)    The insurance representative of any persons in 1 or 2;   
5)    A city or county attorney representing the State of Minnesota in an implied consent action who is charged with the prosecution of a traffic or criminal offense that is the result of a traffic crash investigation conducted by law enforcement.
