Law enforcement agencies should adopt policies requiring officers to identify themselves by their full name, rank, and command (as applicable) and provide that information in writing to individuals they have stopped. In addition, policies should require officers to state the reason for the stop and the reason for the search if one is conducted.
2.11.1: Require officers to carry business cards containing their name, rank, command, and contact information that would enable individuals to offer suggestions or commendations or to file complaints with the appropriate individual, office, or board.
SPPD is committed to procedural justice
The Saint Paul Police Department has established in policy, enacted as part of the department’s partnership with local NAACP leadership, a mandate that officers carry business cards.
The primary response officer on scene, and any other officer as requested, will be required to provide their mandatory card during any of the following situations:
- When anyone asks for the officer's name, badge number or card.
- At all traffic stops.
- To any identified victim or complainant at all calls for service.

Saint Paul police officers are directed to serve with respect. This includes identifying themselves and explaining police action to the extent reasonably possible under individual circumstances.

The Saint Paul Police Department is committed to having all of its officers identify themselves by name to the people they serve. To support this commitment, the department requires every officer to carry business cards that identify the officer and the incident.
