The draft 2025-2029 HUD Consolidated Plan is available to review between March 10 and April 9, 2025. A PDF version is available for download and a paper copy is available to view at the Saint Paul Public Library’s Bookmobile. A summary document is also available.

Overview

The Department of Planning and Economic Development provides program oversight of the U.S. Department of Housing and Urban Development (HUD) Consolidated Plan Budget. Funding from HUD is through Community Planning and Development formula block grants programs: Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), and Emergency Solutions Grant (ESG).

Every five years, the City of Saint Paul prepares a Consolidated Plan, a five-year document submitted to the U.S. Department of Housing and Urban Development (HUD), that serves as a planning guide for the City through comprehensive analysis and development of a strategic plan which identifies the needs, priorities, and details of how housing and community development needs will be addressed using HUD's Community Planning and Development (CPD) formula grant programs. The current 2020-2024 Consolidated Plan was adopted by the City and approved by HUD in 2020.

The five-year Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the resources that will be used each year to address the priority needs and goals identified by the Consolidated Plan. The City reports on accomplishments and progress toward Consolidated Plan goals on an annual basis in the Consolidated Annual Performance and Evaluation Report (CAPER).

2020 - 2024 Plan

The 2020-2024 Consolidated Plan outlines federal funding priorities for housing, economic development, infrastructure, and public service needs through the end of 2024.
