Supplier Resources

Every day, Saint Paul buys goods and services from businesses large and small. Procurement experts like buyer Queenie Tran, pictured here at the 2024 Supplier Fair, help business owners compete to serve the people of our City. On this page you will find the resources you need to register your business as a Saint Paul supplier, find opportunities to do business with the City, and submit bids or proposals.

CERT Program

The Central Certification Program, or CERT, makes it easier for small and historically disadvantaged local companies to do business with the governments of Minneapolis, Saint Paul, and Hennepin and Ramsey counties. Beyond local government, anyone can use the CERT directory to find high-quality emerging, small, women-owned, or minority-owned vendors.

Procurement

On the behalf of the people of Saint Paul, our City government purchases millions of dollars’ worth of goods and services every year, from heavy machinery to software consulting. Our Procurement Division makes sure every dollar the City spends is a wise investment of public resources, expands economic opportunity for Saint Paul communities, and makes our City better for all.
