Description
Public Works will be reconstructing the alley bounded by Laurel Avenue, Selby Avenue, Mackubin Street, and Arundel Street. The project will include removing the brick and reconstructing the alley with bituminous pavement.
The City of Saint Paul is developing an alley improvement program, which will improve alleys by reconstructing one or two alleys per year and/or doing substantial patching on a few alleys. The funding for alley improvements is limited.
The alleys to be reconstructed or patched are selected each year based on a variety of factors, including the funding available, the cost of alley improvements, existing issues, drainage issues, pavement age, pavement condition, etc.

The project is funded through Citywide Alley Program funding and assessments to the abutting property owners. Property owners will receive a notification with the estimated assessment rate and a public hearing date at City Council before the start of construction. After the project is completed, property owners will receive the special assessment bill. More information about special assessments, including how the special assessment is calculated, is available at stpaul.gov/SpecialAssessments.
