Description
The City of St Paul will be replacing the Kellogg/3rd Street bridge to address the need for a more reliable connection to the City that will accommodate people walking, biking, taking transit, and driving.

Timeline
Construction is anticipated to start in summer 2024 and will take approximately 3 years to complete. More details on the construction start date and schedule will be posted as they are available.

    On June 26, 2024 Saint Paul Public Works bridge staff shared a short presentation and answered any questions. Here are the materials shared:

    Proposed Construction Detours

    Traffic Impacts

    • Kellogg Boulevard will be closed for approximately three years.
    • Vehicles will be directed north to East 7th Street. See included map for details.
    • Traffic delays should be expected. 

    Pedestrian and Bike Impacts

    • Pedestrians and bikes will be directed north on Mounds Boulevard to East 7th Street. 
    • Pedestrians and bikes will also be able to head south on Mounds Boulevard to Commercial Street and 4th Street. This route may be close temporarily during construction activities or due to flooding.

    Business Access

    • Parking lots, buildings, and Union Depot will remain accessible during construction from Lowertown on the west side of the bridge. See included map for details.
    • Owners and tenants immediately adjacent to the work site will receive separate notices during specific work activities that may affect their property.

    *Local access may change during construction. Owners and tenants immediately adjacent to the work site will be notified of any access changes.

    Wall Street is NOT being proposed as a vehicle detour route during construction.

    • Early in the project, Wall Street was identified as a potential vehicle detour route, to re-connect 7th Street to Kellogg Boulevard in the Lowertown area.
    • It was determined that detouring via Wall Street is problematic because of the traffic volume as well as the special events that already impact Wall Street.
    • At this time, Robert Street is being proposed as the vehicle detour route during construction.
