Overview

This license is to operate a pedicab business with licensed pedicab vehicles.  No person shall engage in the pedicab business without a license. 

Definitions

Pedicab: A nonmotorized three-wheel bicycle used to carry passengers for hire or similar vehicle with an electric motor that meets the requirements for an electric-assisted bicycle. 
Pedicab business: The business of operating a pedicab for hire for the recreational or physical transportation of the general public.

Application Requirements

You must submit the following:

  • Class R License Application
  • General Liability Insurance 
    • No license shall be issued or renewed without proof of general liability insurance on the form required by the city. The policy of insurance shall be in the limits of not less than one hundred thousand dollars ($100,000.00) for injury or death to one (1) person, three hundred thousand dollars ($300,000.00) for each occurrence, and one hundred thousand dollars ($100,000.00) for property damage. Proof of insurance shall comply with section 310.07(b) of this Code.
  • Required fee

Expiration/Renewal

A Pedicab Vehicle License will expire one year from the date of issuance and may be renewed annually.

Pedicab Driver’s License

Any person who operates, drives, or propels a pedicab must obtain a pedicab driver license. For more information regarding the pedicab driver license, including an application, visit the Taxicab/Pedicab/Pedal Car Driver | Saint Paul Minnesota (stpaul.gov) webpage. 

A Pedicab Driver’s License requires that a background check to be completed. In order to give ample time to complete the record check, it is highly recommended to submit the application 30 days prior to any desired start date of operation.
