SAINT PAUL, Minn. – As the Responsible Government Unit (RGU), the City of Saint Paul has determined that an Alternative Urban Areawide Review (AUAR) is required for the proposed redevelopment of the Hillcrest development site located at the southwest corner of Larpenteur Avenue and McKnight Road. Comments on the Draft Order and Scoping Environmental Assessment Worksheet are welcome to bill.dermody@ci.stpaul.mn.us by 4:00 p.m. on June 16, 2022.
The Draft Order is intended to set the boundaries of the AUAR and identify the scenarios to be analyzed for review in the AUAR. Later, the draft AUAR and mitigation plan will be made available for public comment, before the document is finalized and approved by the City. The current step is only regarding the scope to be studied; commenters may suggest additional development scenarios that include alternatives to the specific projects proposed to be included in the review, but must provide reasons why a suggested development scenario or alternative is potentially environmentally superior to those identified in the draft order.
The AUAR is a formal process that is separate from–although related to–the Hillcrest Master Plan and associated actions that will be before the City Council for a public hearing in late May.
