City Council Names Jay Willms as new Director of City Council Operations

SAINT PAUL, MN – Today, the Saint Paul City Council has selected Jay Willms as its next Director of City Council Operations.
Jay’s professional background ranges from nonprofit director to financial analyst, including a more than 10 years at the Minnesota Senate and additional experience at Ramsey County as a principle fiscal analyst. In his nonpartisan role at the state senate, he worked across parties to deliver budget analysis, collaborate with state agencies, evaluate the impact of federal actions on Minnesota, and model tax policies and spending changes. Jay attended the University of Minnesota-Twin Cities and received a bachelor’s degree in communication theory and business management, and later a Master of Public Policy focusing on state and local economic development.
Jay’s most recent role is Chief Budget Officer at City Council, which he has held since June 2023. He has also been serving as Interim Director of City Council Operations since Brynn Hausz left the position in November 2024. In his new role, Jay will continue to oversee the operations of the Council while keeping its long-term vision and goals front of mind. His deep understanding of the internal workings of the Council and the broader landscape of the city makes him uniquely qualified for this position.
