Protect Yourself from Utility Scams

At Saint Paul Regional Water Services (SPRWS), our priority is not only to provide high quality, reliable water service but also protect our customers from fraud. We want to inform and educate our communities about scams targeting utility customers and how to stay safe.

Who Is at Risk?

Scammers target everyone—regardless of age, income, or background. While older adults may lose more money per scam, younger adults report being targeted just as often.

Utility Scams Are On the Rise

Scammers often impersonate trusted organizations to steal money or personal information. The Better Business Bureau (BBB) reports that utility scam victims experience a median financial loss of $500. These scams can happen in many ways:

Common Utility Scams

Phone Scams

Scammers can fake caller ID to make it look like the call is coming from SPRWS. They may:

  • Threaten immediate water shutoff unless payment is made. SPRWS does not shut off water for lack of payment.
  • Demand payment for fake equipment or installation fees.
  • Claim you overpaid and ask for banking information to "refund" you.
  • Send fraudulent text messages pretending to be SPRWS.

In-Person Scams

  • Impostors may wear uniforms with fake logos and claim they need to inspect your home for leaks or conduct an audit.
  • They may pressure you to pay for unnecessary services or provide personal information.
  • SPRWS employees will always carry official photo identification and never demand immediate payment at your door.

Email and Internet Scams

  • Official SPRWS emails will come from an official city email address such as waterinquiries@ci.stpaul.mn.us or our vendor at billpay@paymentus.com
  • Scammers send fake emails pretending to be from SPRWS, asking for Social Security numbers or credit card details.
  • They may send links to fraudulent payment websites.

How to Protect Yourself

Verify Before You Pay: If you receive a suspicious call, email, or text about your water bill, check your account directly by logging in online or calling SPRWS at 651-266-6350.

Keep Personal Information Private: Never share your Social Security number, credit card details, or bank account information unless you initiated the contact and are certain you are speaking with an official SPRWS representative.

Ask for Identification: All SPRWS employees carry an official photo ID badge and drive vehicles with the SPRWS logo. If you are unsure, do not open the door and call SPRWS to verify.

Beware of Urgent or Threatening Language: Scammers create panic by claiming your water will be shut off immediately. SPRWS does not shut off water for lack of payment and will never demand immediate payment over the phone, by text, or at your door.

Report Suspicious Activity: If you receive a scam attempt, report it to:

  • Local Law Enforcement: If you feel threatened or believe a crime has occurred.
