Utilizing the City of Saint Paul’s American Rescue Plan Act funding, the 30% AMI Deeply Affordable Housing Fund is designed to expand the supply of housing in Saint Paul for extremely low-income residents making less than 30% of the Area Median Income.

Background

In December 2021, after months of community outreach and deliberations, the City of Saint Paul announced plans to invest $37.5 million into an initiative to increase the supply of deeply affordable housing in Saint Paul. Utilizing American Rescue Plan Act State and Local Fiscal Recovery Funds, the City established the 30% AMI Deeply Affordable Housing Fund with the purpose of increasing the supply of housing affordable to those at or below 30% of the Area Median Income. This historic investment will greatly expand stable, permanent, affordable housing opportunities for Saint Paul’s lowest-income residents, who are most cost burdened and disproportionately affected by the housing crisis. This funding will be made available through a series of solicitations.

Ramsey County has also dedicated $37 million of ARPA funds for deeply affordable housing. Together with Saint Paul, this collaboration will infuse more than $74 million of federal funding into affordable housing throughout Saint Paul and Ramsey County.

Planning and Engagement

To better understand how to invest $37.5 million into deeply affordable housing, the City of Saint Paul partnered with Ramsey County to learn from existing planning efforts and engage with service providers who directly serve residents facing housing instability.

Previous Solicitations

The first solicitation to award funding through the 30% AMI Deeply Affordable Housing Fund closed on April 21, 2022. The City of Saint Paul accepted applications from March 31, 2022 through April 21, 2022. This solicitation aims to deepen affordability in development projects and/or to facilitate the closing of 30% AMI projects within 2022.

The second solicitation to award funding closed on November 30, 2022.
