About the HRA

The Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (HRA) is a legally distinct public entity which undertakes housing, commercial and business development activities. The HRA authorizes the acquisition of real estate, housing and commercial loans and grants and the issuance of bonds.

HRA Meetings and Agendas

Tax Increment Districts Annual Disclosures

  • Tax Increment Districts for the year ended December 31, 2023
    • This disclosure is not based on the HRA's audited financial statements but is reflective of the statutory financial reports submitted to the State Auditor (OSA). The OSA reports are required to be submitted by August 1 every year, and the HRA's audited financial statements were not completed until January 2025.

Early Notification System Bulletins

City agencies and meeting bodies use the Early Notification System (ENS) to inform neighborhood organizations and concerned citizens of all considered, and proposed, planned or implemented developments, legislative and policy changes and enforcement actions that may potentially impact the neighborhood and/or area residents.
