What is the Cultural STAR Program?

The Cultural STAR Program provides grants and loans to Saint Paul cultural projects and organizations. Most projects are located in the Saint Paul Cultural District (bordered by I-94 to the north, the Lafayette Bridge to the east, the Mississippi River to the south, and Chestnut Road to the west). Cultural STAR grows Saint Paul's economy by strengthening the arts and cultural sector and supporting downtown as a vital cultural center.

The four major goals of the Cultural STAR Program are:

  • Build and diversify audiences
  • Promote a broad range of cultural offerings
  • Produce a long-term impact
  • Leverage additional financial support

The Cultural STAR Program is funded by Saint Paul's half-cent sales tax.

Apply to the Cultural STAR Program

Applications to the Cultural STAR Program happen on a yearly basis. Projects must be completed within the following year (or following two years for capital improvement projects).

2025 Application Information

Timeline

  • Guidelines published: Wednesday, March 19
  • Application period begins: Monday, March 31
  • Virtual applicant workshop: Tuesday, April 8
  • Application deadline: Friday, May 2 at 4 p.m.
  • Applicant interviews: May/June
  • Board recommendations to Mayor and City Council: June/July
  • Anticipated final funding decision: Fall 2025

Please note that all dates noted after applications close are anticipated but are subject to change. The process may take longer than anticipated, and applicants are encouraged to plan accordingly.

Program notes for 2025

  • There will be only one application round this year and in future years.
  • Eligible projects for this application round must take place between August 1, 2025, and July 31, 2026 (July 31, 2027 for capital projects). Awards may not be approved until fall 2025, so there is a strong likelihood that some applicants will not know the decision around their grant request until after their project takes place. This eligibility period was determined by the 2024 program cycle and aims to provide continuity in timing of projects eligible to be funded.
  • The minimum grant request is $5,000 (same as in past years).
  • The one-to-one funding match is only required of grant requests of over $50,000.
  • New this year! Applicants must read, complete, and attach the Acknowledgement of Receipt of Compliance form.

All applications must be complete, with all required attachments, to be considered eligible for funding consideration. Late or incomplete applications will not be considered. Applicants are advised to carefully consider the program guidelines, FAQs, and attend and/or view the applicant workshop to assure that all elements of their proposal are consistent with program guidelines. This year, there will be NO opportunity for applicants to amend their proposals once they are submitted.

A virtual applicant workshop for the 2025 Cultural STAR program will be held on Tuesday, April 8 from 11 a.m. - 12 p.m. to provide program information to prospective applicants.

If you require assistance with or access to technology, please visit a Saint Paul Public Library for free computer and internet access. Community Specialists are available to assist Saint Paul residents with extra support and resources, including talking with residents in their native language.

It is STRONGLY suggested you submit your proposal ahead of the deadline to avoid technical issues. The web portal is frequently overloaded on the last day of the application period, which may result in applicants being unable to submit proposals in time. Late applications are not accepted.
