FAQs

1. Can a funding request could focus directly on just one area (e.g. just public safety announcement campaigns) and not all four (recruitment, community education sessions, announcements and gun safe commitments)? 

   Applications for funding request should be focused on providing at least 3 out of 4 areas. ONS has the ability to use City of St. Paul media relations to assist with Public Safety announcements without allocating funds for this task alone. The reason for the Gun Violence prevention grant is to partner with local organizations to help us with community engagement sustainable programs and we believes that requires more than public safety announcement campaigns alone.

2. Our organization is not a 501(c)3.  Therefore we will need to find a sponsoring organization.  Can you direct us to any organizations that might offer their administrative capacity for the 10% allowed by the grant for this purpose.  Is there any agency in

   The City of Saint Paul cannot help broker sponsor agreements between agencies. To identify a sponsor, you may want to consider approaching partners in the community that your organization already works with to offer programming. Examples include a local church or non-profit agency.  As detailed in the guidance, the partner agency can charge a fee for this service to the grant (up to 10% of funds) to help alleviate the costs of additional administrative tasks required of federal grants management. If a partner organization is not an option, there are intermediary organizations in the community that provide management assistance to non-profits who may be able to advise your organization on how to identify a sponsor, such as Propel Nonprofits.

3. Where do you enter non-personnel costs on the budget form? Example: Other eligible expenses like t-shirts for messaging, literature to pass out…

   We are not asking applicants to enter costs related to supplies, materials, etc in the budget document. Rather, we are asking for the name for the name of the staff member who will be responsible for each task and the number of events/announcements/commitments they are planning to complete. This information determines the amount of funding you will request, up to the stated limits.

   T-shirts for example with messaging as part of your campaign would be included in “Outreach and educational” materials: The cost for developing and printing educational and outreach materials specific to the program, or advertising fees within media (print, radio or social media space) and associated costs for print and purchase of educational and outreach materials as long as these costs directly relate to the key messaging defined for the program. Please note, general costs of marketing, advertising and public relations materials for the organization is not permitted, therefore outreach and all costs must be able to be identified as project specific.
