Overview

The Saint Paul Port Authority is a governmental subdivision of the State of Minnesota, created to oversee Mississippi River commerce and act as an economic development agency in transforming underutilized lands for business and industry. Its mission is to facilitate quality job opportunities, expand the tax base, promote equitable and sustainable development, and advocate for river commerce. The Port Authority is predominantly self-sustaining financially, generating its own revenue and funding its budget with limited property tax support for operations.
