HREEO has drafted Administrative Rules for the Wage Theft Ordinance, and the proposed rules are now available for public comment until February 13, 2025.

Our History

The City of Saint Paul completed an equal access audit in 2007 to examine the City's contracting and workforce development policies. HREEO was created as a result, to advance inclusive equitable business and procurement for the City of Saint Paul. 

Our department consolidated existing City resources to expand economic opportunity and work toward a more economically inclusive Saint Paul.
