1. Human Rights Investigations

   The Human Rights Investigation division investigates individual complaints of discrimination under the Saint Paul Human Rights Ordinance.

2. Allegations of Police Misconduct

   Complaints about sworn officers of the Saint Paul Police Department may be filed with HREEO. The Police Civilian Internal Affairs Commission (PCIARC), an all-civilian commission, reviews complaint investigations and issues recommendations.

3. Earned Sick and Safe Time and Minimum Wage Investigations

   The Labor Standards Enforcement and Education team investigates and enforces the City’s Earned Sick and Safe Time (ESST) and Minimum Wage Ordinances. 

   Submit a complaint regarding a violation of a Saint Paul Labor Standards Ordinance 

4. Prevailing Wage Investigations

   The Contract Compliance Division ensures workers on City of Saint Paul construction projects are paid the correct prevailing wage rate.

5. Americans with Disabilities Act (ADA) Compliance

   The City of Saint Paul does not discriminate on the basis of disability in its services, programs, or activities. 6. Increased Language Access

   The City of Saint Paul is committed to providing meaningful access to government information, services, programs, and facilities for individuals with Limited English Proficiency (LEP). Interpretation and translation help is available to use all City of Saint Paul programs and services. For additional support or to file a grievance regarding lack of service from a specific department or program in the City, please email lep@ci.stpaul.mn.us.
