We’ve sat down with Andrea T., City of Saint Paul Human Resources Director, to find out more about the Compensation Analyst position. This is a newly created position that will help the City move towards making data driven decisions around equity and compensation; and reports directly to her.

Q: What prompted the need for this position?
AT: There hasn’t been a lot of work done around analyzing the data we have and using it to make change. Yes, different departments have looked at data, but no one made it their sole job to get the numbers, analyze them, see the patterns that are emerging, and then present it to City Leadership. This position will be dedicated to analyzing data we have and helping the City to understand what can be done about it.
Q: What would you say to someone interested in this role?
AT: You must be self-driven and be able to have impact. Willingness to have conversations that haven’t been talked about before around equity, compensation, and how the system needs to shift in the long term. This will include asking questions like, what can we do to make City staff reflect the city? How did we get here now and what can we do to move along? Are women of color presented with less opportunities and why? All those questions need answers and the answers are in the data. This is where your analytical skills will come into play and you will be able to present this data when making your points.
Q: What do you expect for this position to accomplish in the first 6-12 months?
AT: In the first 6 – 12 months, the Compensation Analyst position will first assist Payroll with putting together a base budget and reviewing it; then work with Labor Relation for the upcoming labor negotiations. Within the year, the position will create a system that is easy to navigate and extract data from. In turn, this will help the City make data driven decisions on budgeting and how the money is spent.
Q: In your opinion, what skills does someone need to have to succeed in this role?
AT: This position requires someone who is very analytical and loves working with numbers. Ideally, they should also have a deep understanding of principals around fairness, compensation, and equity. Numbers don’t lie, and the data from the system will tell us where changes need to happen. This position will play a role in promoting the kind of change the City needs and the residents deserve.
