Ward 2 includes the neighborhoods of West 7th Street, the West Side, Summit Hill, Railroad Island, Lowertown, and the Downtown business district. The Ward is shaped by its proximity to the Mississippi River. Harriet Island Regional Park, Lilydale Park, and the Mississippi National River Recreation Area are located on the banks of the river in Ward 2.

About Councilmember Rebecca Noecker

Rebecca Noecker is an innovative leader, a community-builder, and a strong advocate for social justice. 

Councilmember Noecker grew up in Saint Louis Park and earned her bachelor’s degree in social studies from Harvard College. She dedicated her early career to educational equity, as a middle school science teacher with Teach for America in Baton Rouge, a program officer at the Baton Rouge Area Foundation and Teach for India, and as director of community engagement at AchieveMpls. 

Councilmember Noecker has served on the board of the West Side Community Organization and the Saint Paul Planning Commission, and she founded West Siders for Strong Schools, a neighborhood group dedicated to promoting excellent public schools on the West Side.

In 2015, she was elected to be the first woman to represent Ward 2 on the Saint Paul City Council. Her priorities are equity, economic development and creating opportunities for young people. 

Councilmember Noecker lives with her husband, Shane, and their sons, Whitman and Fitzgerald, on Saint Paul’s West Side.

Job Description

The Ward 2 Office of the Saint Paul City Council seeks a legislative aide to perform a wide variety of legislative, constituent and administrative duties. 

  • Represents or accompanies the City Council member at governmental, neighborhood, community, social or business functions and meetings, including evening and weekend events
  • Serves as a liaison to constituents, city departments, local and state governmental agencies, district councils, media and community, political, nonprofit and private sector organizations
  • Carries out, interprets and explains existing policies, methods and procedures relative to the activities and operations of the City Council and its committees
    Conducts research on a variety of subjects and policy issues
  • Prepares resolutions, ordinances, reports, speeches, memoranda and correspondence
  • Manages communications

ESSENTIAL FUNCTIONS OF THE JOB:

The work environment is fast-paced and dynamic, and the Legislative Aide job covers a broad range of skill sets and issue areas, including but not limited to:

Legislative

  • Advise the City Council Member on political and policy issues before the Saint Paul City Council
  • Work with the City Council Member, other elected officials, the City Attorney’s Office, City Departments, advocates and interest groups to draft and pass legislation

Constituent Service

  • Respond to complex concerns of residents, business owners, and other stakeholders by conducting research and developing potential policy solutions
  • Represent the City Council Member at meetings and community events
  • Communicate with a diverse constituent base, using various methods including email, traditional and social media that are accessible to all constituents

Administrative

  • Screen and respond to calls, emails and inquiries, prepare correspondence, monitor meetings
  • hire and manage college and Right Track interns

APPOINTMENT TYPE:

  • Permanent Exempt: The Legislative Aide position is exempt from Civil Service Rules and serves at the pleasure of the appointing body.
  • This is a temporary position with the possibility of becoming permanent.

MINIMUM QUALIFICATIONS:

  • Bachelor of Arts degree or significant commensurate work experience
  • Minimum of two years professional experience
  • Available to work flexible hours including nights and weekends
  • Outstanding work ethic; self-motivated and driven to get the job done
  • Highly productive, well-organized and detail-oriented
    Comfortable working in a high-pressure environment, able to manage multiple projects to completion simultaneously
  • Good judgment/political sense
  • Articulate, diplomatic and professional
  • Excellent writing skills
  • Able to communicate effectively with a wide range of people including constituents, community advocates, city staff and press
  • Excellent customer service skills and ability to interact with others in a positive, productive manner
    Social media proficiency
  • Volunteer and team management skills necessary to create a high-performing, professional, inviting office environment
  • Able to think critically and strategically about the solutions to complex problems
  • Creative and flexible

HIGHLY DESIRABLE QUALIFICATIONS:

  • Lives in and/or is familiar with St. Paul issues, people, politics and places
  • Legal and/or policy writing background
  • Experience in local government, constituent service and/or event management
  • Great sense of humor

ANNUAL SALARY RANGE:  $76K-$83K
