Adri opened discussion by discussing importance of having clear goals

Melissa followed up by highlighting how CJAB goals should be focused around supporting/augmenting existing programs as well as helping the city create new programs that tackle issues the city has yet to address

Louis spoke about how in his view, the key to improving energy burden is through education which leads to better jobs and decreases energy burden %

May then spoke to the importance of creating pathways to green jobs.

Bob then joined the discussion bringing up the idea of creating a pilot program for inclusive financing in the city. Highlighted some similar programs in MN and suggested CJAB do more research into issue. Melissa added about a program in Minneapolis that teaches you how to do home improvement projects yourself.

Adri then pivoted the discussion towards the importance of educating youth/high schoolers about climate issues and creating pathways for them to go into green careers

Russ responded mentioning program in Minneapolis dedicated to giving youth a way into green careers as well as offering hands on training. Bob seconded mentioning the positive impact of this program

Kristen then stepped in to facilitate and guide conversation in a way that more directly relates to CARP

Russ also highlighted importance of prioritizing a couple of areas to work on due to city’s financial constraints and staff limits

Kathleen suggested focusing on supporting existing programs as a way to circumvent staff limit

Patty suggested CJAB create a way to figure out how they can have most impact i.e. creating a rubric

Paul then mentioned how reception is a very important part of any CJAB recommendations. Ideas will only work if people buy into them

Nick emphasized need to focus on electrification/natural gas use in buildings as an area of significant emissions the city has yet to address, and where energy burden could be improved or worsened depending on program design. This is also an area where there will be near-term opportunities for CJAB to weigh in on utility plans (Natural Gas Innovation Act, ECO Act).

Board members then mentioned the specific field they would most like to focus on with energy burden, green workforce development, and emergency preparedness being the most suggested.
7:10pm: Annual Report dry run

Kristen then presented the annual report created by the CJAB annual report sub-committee

Patty commented after report that adding a visual relating each portion of the report to CARP would be helpful.

Paul added to Patty’s comment suggesting Annual report is treated like a road map

Nick suggested we add in how each slide relates to existing programs
7:40pm: Board Member Offstein proposal

Louis had a proposal for CJAB to create a campaign with signs saying no to various issues.

Board members discussed for an extended period and then asked Louis to do some research and speak to board again in future
