To pay the invoice, you can make a payment online here, or you can mail in your payment to the St. Paul Assessment Office: stpaul.gov/assessments.

The City of St. Paul is unable to accept payments by telephone.

Call your garbage hauler to dispute your current quarter garbage bill. 

If you received a notice from the city for a previous quarter's garbage bill, email Public Works - Solid Waste at garbage@ci.stpaul.mn.gov or call 651-266-6101 to schedule a hearing to contest the charge. 

My garbage cart is damaged / missing.

I just purchased / sold my home and need to change the billing.

After the closing, call your garbage hauler directly – they can then have service set up in your name and remove the previous owner's name from the garbage billing.

You do not need to call to set up billing for recycling service. 

I just rented a house, and I have to pay for garbage service.

Make arrangements with your landlord regarding paying the garbage bill. It is a requirement that the property owner is billed directly for garbage service, not the tenant.
I have extra garbage that won’t fit into my garbage cart.

  Place your bags next to your cart and the hauler will collect them with your regular garbage collection. If you have more than 3 extra bags, it is suggested that you contact your garbage hauler to notify them. There is a charge of $4.00 per extra bag collected.
Why was I assessed a fee of $42.86 on my property taxes?

All residential 1-4-unit properties are charged an annual service fee on their taxes. In 2025, this fee is $42.86 per unit. The service fee covers costs for city carts, program administration, litter cleanup, education, and outreach.
