Overview

Every contractor or subcontractor, whose total accumulated City of Saint Paul contract/subcontract awards over the preceding twelve months has met or exceeded $50,000.00 must complete and submit to the Department of Human Rights and Equal Economic Opportunity (HREEO) an Affirmative Action Program Registration form (AAPR) for analysis. The contractor must certify that it has developed and implemented an effective Affirmative Action Plan (AAP), which shall include hiring goals for the employment of women, minorities, and people with disabilities in the contractor's workforce. Contractors must keep their AAP onsite and available for inspection by the HREEO Department. The HREEO Department does not require contractors to submit the entire AAP. Instead, contractors submit the AAPR form. If approved, the registration is valid for two (2) years, during which time the contractor will be required to submit Semi-Annual reports tracking the contractor's personnel activities during this period.
