Saint Paul is working hard to make sure that all the project teams are in sync and working towards our guiding plans and policies, such as our Climate Action and Resilience Plan. Other area closures and restrictions in Downtown Saint Paul, November 22, 2024

Construction is happening throughout downtown. Plan accordingly and expect delays. Please follow all posted signs. Road and lane closures will change as construction continues.

  • 6th Street: 
    • Traffic restrictions expected near the Robert Street intersection through November.
    • Traffic restrictions expected through the intersection of St. Peter Street.
    • Reduced to one lane of traffic between Wabasha and Cedar Streets.
  • 9th Street
    • Parking and sidewalk restrictions will be in place between Minnesota and Robert Streets. Please pay extra attention to signage and follow any posted pedestrian routes.
  • 11th Street
    • Lane restrictions between Robert and Jackson Streets.
  • Kellogg Boulevard: Bridge Closure
    • Kellogg Boulevard/3rd Street bridge (Lafayette to Mounds) remains closed through 2027.
    • Kellogg Boulevard between Broadway Street and Lafayette Street has reopened to traffic and access to parking lots and businesses
    • The demolition of the Kellogg-3rd Street Bridge over Interstate 94 will start on Friday, December 6 at 10 p.m., continue throughout the weekend including overnights, and end on Monday, December 9 at 5 a.m. During this time, Interstate 94 will be closed.

  • Minnesota Street: Closure
    • Minnesota Street has lane restrictions between 9th and 11th Streets for utility work.
    • Minnesota Street is closed between 4th Street and Kellogg Boulevard for utility work.
    • In the coming weeks, intermittent lane closures are anticipated to occur for private utility work.

  • Robert Street
    • Closure between 9th and 7th Streets: Beginning Monday, November 18, Robert Street is closed to all traffic between 9th and 7th Streets. This closure is needed for Xcel Energy and Xcel Gas to work on their utilities. Robert Street is anticipated to remain closed for up to four weeks, or until work is completed.

    • Robert Street reduced to one lane in each direction between 11th and 9th Streets and between 7th Street and Fillmore Avenue.
    • Starting the week of December 2, Xcel Gas will begin working on their gas main across 7th Place and the west side of the 7th Place intersection with Robert Street will be closed.
    • Starting the week of December 2, traffic will be restricted across the intersections at 4th and 5th Streets.

  • St. Peter Street: Lane restrictions between 5th Street and Kellogg Boulevard.

Guiding Plans & Policies 

There are several City of Saint Paul Policies and Plans that will be used to guide the improvements downtown.

Saint Paul For All: The 2040 Comprehensive Plan “Saint Paul For All” is Saint Paul’s “blueprint” for guiding development in the city over the next 20 years.

Climate Action & Resilience Plan: The Climate & Resilience Action Plan focuses on achieving carbon neutrality in city operations by 2030, and citywide by 2050.

Saint Paul River Balcony: The River Balcony is a 1.5-mile promenade that extends along downtown Saint Paul’s signature Mississippi River bluff and down to the river.

Capital City Bikeway Network Study & Design Guide: The Capital City Bikeway is a planned network of bicycle facilities throughout downtown Saint Paul. The bikeway network will connect to existing trails, effectively placing a majority of downtown within a few blocks of a bike and pedestrian trail. 

Complete Streets Planning: Two documents form the foundation of the City’s Complete Streets guidance: the Saint Paul Street Design Manual and the Complete Streets Action Plan.
