Description
The City of St Paul is replacing the Kellogg-3rd Street bridge to address the need for a more reliable connection to the City that will accommodate people walking, biking, taking transit, and driving.
Location
Kellogg-3rd Street bridge including Kellogg Boulevard from Broadway Street to Mounds Boulevard.
Timeline
- Kellogg-3rd Street bridge closed July 29, 2024.
- Construction is anticipated to last approximately three years.
- Anticipated project schedule is shown below. All dates are subject to change.

Overall Project Updates
- Watch a short video update on the Kellogg-3rd Street bridge construction.
- Pile driving operations were completed on Wednesday, October 29. - Photo below shows the pipe piles in the ground.   
 
- Beam deliveries and setting of beams continues.- I-94 closure needed to set beams over the highway. Dates to be determined.
 
- Ongoing forming and pouring of concrete.
Upcoming Construction Work and Impacts
- Beam deliveries will continue through January 2026- Beams will be delivered via I-94 to Kellogg Boulevard (see map #1 below)
- Beam deliveries will result in very short-term traffic impacts overnight or early morning, including a ~5-minute closure of Kellogg Boulevard between 7th Street and Market Street in front of Xcel/RiverCentre
- 88 beams will be delivered

Detour Routes
Traffic Impacts
- Kellogg-3rd Street Bridge will be closed for approximately three years.- Vehicles will be detoured to East 7th Street. See map for details.
 
- Kellogg Boulevard between Broadway and Lafayette will be closed to traffic for reconstruction starting July 29, 2024 through November 2024.- Access to parking lots will be maintained. See detailed maps below.
 
- Traffic delays should be expected. 
Pedestrian and Bike Impacts
- Two detours are posted for pedestrians and bikes:   
Parking Lot and Business Access
- Parking lots, buildings, and Union Depot will remain accessible during construction from Lowertown on the west side of the bridge. See detailed maps below to access parking lots.
- Owners and tenants immediately adjacent to the work site will receive separate notices during specific work activities that may affect their property.

Note Robert Street is closed for construction. Traffic is being detoured to Jackson Street southbound and Minnesota Street northbound to 7th Street.
