Description
The City of Saint Paul will be constructing a portion of the Capital City Bikeway along Kellogg Boulevard from St. Peter Street to West 7th Street in 2025. The bikeway will be constructed on the north side of Kellogg Boulevard linking Saint Paul RiverCentre, George Latimer Central Library, the Xcel Energy Center, and the Science Museum of Minnesota. The Capital City Bikeway is a vital connection to important destinations in downtown Saint Paul. 

The City’s goals for Kellogg Boulevard include:

  • Make the Capital City Bikeway connection
  • Be compatible with event operations as an economic engine of downtown
  • Create a welcoming pedestrian event experience and environment
  • Be compatible with Eastbound Kellogg RiverCentre Bridge project
  • Be compatible with the Riverview Corridor
  • Support future increase of density and reorientation of downtown towards the river

    January 13 Closure: Westbound lanes on Kellogg Boulevard between Wabasha and Washington 

    Xcel Energy Relocations/Traffic Control Impacts

    Xcel Energy is scheduled to continue work on Kellogg Boulevard starting on January 13, 2026. This work is scheduled to continue through April 2026. The westbound lanes of Kellogg Boulevard between Wabasha and Washington streets will be closed for this work. This work is key for the CCB project to continue as planned in 2026. Key dates below:

    • January 13 – Westbound lanes on Kellogg Boulevard between Wabasha and Washington streets scheduled to close again.
    • January 13-20 – Market Street closed between Kellogg Boulevard and 4th Street.
    • January 25 - Westbound lanes on Kellogg Boulevard between Wabasha and Market streets are scheduled to open. Westbound lanes on Kellogg Boulevard will remain closed between Market and Washington streets.

    Capital City Bikeway 2026 Construction Schedule

    From August 2025 to Fall 2026, Phase 2 of the Capital City Bikeway project, which includes the addition of a new two-way separated bikeway, sidewalk, westbound roadway, and center medians will occur. The project will also include improvements to drainage, underground utilities, traffic signals, lighting, and landscaping amenities.

    The 2026 project work will will be divided in two stages:

    • Stage 1 (Spring - Summer 2026): Westbound Kellogg Blvd will be closed between Wabasha St. & Washington St.
    • Stage 2 (Spring - Fall 2026): Westbound Kellogg Blvd will be closed between Washington Street & 7th Street W
      *During Spring - Summer 2026, both Stage 1 and Stage 2 closures will overlap, meaning Westbound Kellogg Blvd from Wabasha St. to 7th St. W will be closed.

    Traffic detour: Westbound traffic will be detoured from Wabasha Street to W 6th Street to 7th Street W. Please follow posted detour signage. 

    Pedestrian access: Sidewalk on the north side of Kellogg Boulevard between St. Peter Street and Market Street will be closed. Please follow posted pedestrian signage. 

    Access will be maintained for those wishing to access a property directly within the project area.

    From Xcel Energy January 2026: Kellogg Boulevard Construction Notification

    Xcel Energy electric underground construction teams will be working to install a new manhole and duct line on Kellogg Boulevard between Market Street and Washington Street, beginning January 13th  and ending mid April ’26.  These improvements will help ensure we continue to provide safe, reliable service while also enhancing the resiliency of the system that serves customers in the area.  This work needs to be completed in advance of the Kellogg bike lane (CCB) project. 

    We’ll provide regular updates on schedule and potential impacts. Schedules are subject to change.

    What can I expect? 

    • Our goal is to limit inconveniences to you. As we work, you may notice:
      • Utility line marking and survey holes.
      • Equipment, crews and materials.
      • Road, sidewalk and lane closures.
      • Construction noise, mostly the Jackhammering of shale rock.
    • Work areas change regularly. Follow these tips for your safety and the safety of our crews:
      • Watch for crews and equipment.
      • Stay outside of and away from work areas.
      • Follow directions on signs and from crews.
      • Stay alert! Traffic control changes regularly.
      • Avoid using your cell phone.

    Traffic Control

    We will be closing WB Kellogg between Wabasha St and Washington St from 1-13-25 thru 1-24-25. We will also be closing Market Street in both directions between 4th St and Kellogg from 1-13-25 thru 1-20-25. We anticipate WB Kellogg between Wabasha and Market to open back up by 1-25-25. We will continue to have WB Kellogg closed between Market Street and Washington for an extended amount of time.  

    We anticipate our portion of this city project to be completed by April of 2026.
