Minnesota National Guard Cyber Team Assists Saint Paul in System Recovery

The Minnesota National Guard’s Cyber Protection Team is now supporting the City of Saint Paul following the recent digital security incident. Under a state emergency order from Governor Tim Walz, Guard members are embedded with City technology staff to install advanced security protections and help restore affected systems. These are highly trained cybersecurity professionals and fellow Minnesotans, citizen soldiers, and your neighbors working to ensure that City services remain secure and reliable

The presence of the National Guard Cyber Protection Team is not related to law enforcement or immigration enforcement.  

Emergency Services 

  • 911 remains fully operational. Please call 911 if you are experiencing a police or fire emergency.
  • To report a non-emergency issue, including public safety concerns, please call 651-291-1111.

  • Impound lot is open but only accepting cash payment at this time. 

City Services & Bill Pay Status 

While many city services remain available, some may be temporarily delayed or disrupted due to limited system access. We appreciate your patience and understanding as we work to bring systems fully back online.  

Online payments are currently unavailable. No late fees will be assessed during this period. Additional billing and service updates will be shared once systems are restored.

We’ve been made aware of fraudulent invoices claiming to be from the City of Saint Paul. Please do not click on any links or email attachments if you are unsure of their origin.

Garbage Payments

Quarterly Garbage Bills Are Legitimate

Saint Paul property owners with 1–4 unit residences recently received their quarterly garbage bill by mail. This mailing is official and includes:

  • A paper invoice for garbage service (April–June 2025 service period)
  • The quarterly Garbage & Recycling newsletter
  • A Snow Emergency brochure
  • A return envelope for mailed payments

Payment is due September 1. You can safely pay your bill in either of the following ways:

  • Mail a check using the provided return envelope.
  • Pay online through the City’s secure third-party payment vendor: Pay My Garbage Bill. All online payments are processed securely through Old National Bank and do not go through City servers.

Saint Paul Public Library

All locations remain open with some services impacted.  

Patrons can still check out and return materials while the network is offline, as well as attend programs and reserve and use meeting and study spaces. Automatic renewals will continue for eligible materials.  

Access to the internet via public computers and Wi-Fi as well as printing is temporarily unavailable. Library staff are unable to open new library card accounts while offline. Patron accounts will not reflect borrowing activity – whether checking out or returning items – until the Library is back online.   

Parks and Recreation 

All recreation centers remain operational with minimal disruption. Scheduled programming and access to facilities remain available.

Outdoor pools at Como Regional Park Pool and Highland Park Aquatic Center are operating normal business hours.

Como Park Zoo and Conservatory is open.

Reports of downed trees and debris from recent storms should be emailed to Forestry at Forestry@ci.stpaul.mn.us. Response times may be delayed.  

Saint Paul Regional Water Services 

The online payment portal is temporarily offline and cannot accept water bill payments in any form—online, by phone, or in person. Customers will be notified as payment options become available.  

Late fees will not be assessed until these services are back online.
