Human Rights Investigation

The City of Saint Paul Human Rights Ordinance Chapter 183 prohibits discrimination in the areas of employment, education, real property (housing), public accommodations, public services, business, credit, and reprisal (retaliation) based on these protected classes: race, color, national origin, disability, sex, gender identity, sexual or affectional orientation, religion, creed, age, marital status, familial status, ancestry, and status with regard to public assistance. If you believe you have experienced discrimination, contact us at one of the options below.  

How to Submit a Human Rights Discrimination Complaint

Individuals who believe they have experienced discrimination can contact the Human Rights Investigative Team to discuss their complaint. An investigator will review the information you submit to determine if your complaint can be investigated by the Human Rights Investigative Team. Please note: Per the City’s Human Rights Ordinance, to open an investigation, any alleged acts of discrimination must have occurred within the last year.  

A formal complaint is considered filed when you sign and submit a charge form drafted by a HREEO investigator. For further information or questions about filing a complaint, please review our  Complaint Investigation Process.
