Overview

The Human Rights Investigation Division of the Department of Human Rights and Equal Economic Opportunity (HREEO) is responsible for investigating complaints of discrimination that are alleged to have taken place within the geographic boundaries of the City of Saint Paul.

The Human Rights Investigation Division is a neutral, fact-finding agency and does not represent either party in an investigation. Please note that as a matter of practice, to avoid any appearance of a conflict of interest, the Human Rights division does not investigate charges of discrimination filed against another department of the City of Saint Paul.

The City of Saint Paul prohibits discrimination and harassment based on race, color, national origin, disability, sex, gender identity/expression, sexual and affectional orientation, religion, creed, age, marital status, familial status, ancestry, and status with regard to public assistance. The City of Saint Paul Legislative Code Chapter 183 empowers the Human Rights Investigation Division to investigate human rights complaints on the basis of:

EMPLOYMENT Any employer within the City of Saint Paul cannot discriminate against any employee or applicant because of that person's membership in or association with a member of a protected class.REAL PROPERTY It is unlawful for any party to with the right to sell, rent, or lease any real property to discriminate by refusing to sell, rent, or lease, or to deny any person(s) from equal enjoyment of such property, etc., Watch videos on fair housing available in multiple languages.
EDUCATION It is unlawful for any institution of education to discriminate with respect to access, use, or benefit of the institution's services or facilities. Some exceptions apply.PUBLIC ACCOMMODATIONS It is unlawful for any place open to the public to discriminate against any person(s) because of that person's membership in or association with a member of a protected class.
PUBLIC SERVICES It is unlawful to discriminate against a person(s) by denying access to, use of, or benefit from any public services on account of any prohibited basis of discrimination.CREDIT It is unlawful to discriminate in the extension of credit, except when the decision is based on status with respect to public assistance.
BUSINESS It is unlawful to refuse to do business with a woman based on her use of her current surname or former surname.Reprisal It is unlawful to retaliate against any individual for taking part in a discrimination investigation or to obstruct or prevent any person from complying with the Ordinance.

A formal complaint is filed when a Human Rights Investigator drafts a charge form, and you sign the form. For further information about filing a complaint, please review our Guidelines for the Complainant. Please note our office cannot investigate acts of discrimination that are over one year old.
