Snow Emergency Declared - 3/15/2026

A Snow Emergency for Saint Paul is now in effect.

The Night and Day Route phases have been completed. We are now in the Clean Up Phase of the Snow Emergency. City crews are doing additional re-plowing, salting, and "pushbacks," which is plowing areas where cars were parked, but have moved, and other clean up efforts on city streets throughout Saint Paul. 

Due to the wet and heavy snow, as well as poor parking compliance, Day Plow Routes took longer to complete. They were completed early Tuesday morning. If you have a street or area that needs extra attention, please email snowemergency@ci.stpaul.mn.us

Ticketing and towing activities are still happening. To avoid a ticket or tow, do not park in areas where streets are not plowed to the curb. Always follow all posted street signs. Do not park vehicles where signs indicate "No Parking." A Snow Emergency lasts 96 hours, or until Thursday, March 19, 2026 at 9 p.m. 

If you would like to report a vehicle that has not been moved since the Snow Emergency, please call non-emergency police number at 651-291-1111. Please give the description, license plate, and address or cross streets location.

Garbage and recycling collection is cancelled for Monday, March 16. 

  • Do not put any garbage or recycling carts out for Monday. If you have Monday or Tuesday collection, put your carts out by 6:00 a.m. on Tuesday. 
  • Wednesday through Friday collection days should put their carts out on their regular collection day.

Parks & Recreation Lots Available for Overnight Parking

The following city surface lots are available for Saint Paul residents to park their vehicles overnight for the Snow Emergency. Please remove vehicles once your street has been plowed to the curb. All vehicles must be out of the surface lots no later than Tuesday, March 17 at 5 p.m.

Important update to Saint Paul snow emergency text alerts

The City of Saint Paul is improving the reliability of our snow emergency text alerts. Starting December 18, snow emergency text messages will come from a new phone number: (844) 543-2402.

Please save this number in your contacts so you don’t miss important parking and plowing updates. You don’t need to take any other action—your subscription will continue as normal, just from a new number.

Everbridge Resident Connect 

In 2024, the City of Saint Paul started using Resident Connect to send recorded voicemail message when a Snow Emergency has been declared. These messages are automatically sent to phone numbers publicly registered in Saint Paul. This is NOT using the Integrated Public Alert & Warning System (IPAWS).

Shovel your sidewalk, do not put carts in the street, and clear hydrants and storm drains

  • Shovel your sidewalk. Saint Paul City Ordinance requires snow and ice to be removed from sidewalks within 24 hours. Corner property owners should shovel curbs, walkways and crosswalks to the street.
  • Do not push snow out into the streets.
  • Do not place recycling and garbage carts in the street. Carts should ONLY be kept at the edge of the curb, at the end of the driveway, or at the edge of the driving lane in the alley.
  • If you are able, please shovel hydrants out and clear snow and ice off storm drains to prevent street flooding.
  • Free off-street parking is available during the first 24 hours of a declared Snow Emergency (Night and Day Plow Phases) from 5 p.m. to 5 p.m. at the Block 19 Ramp (145 E 7th Street) located at Jackson and 7th Street in downtown Saint Paul.
  • Ramsey County offers free Warming Shelters and transportation from select locations. More information can be found at www.ramseycounty.us/warmingspaces
