The Contract Compliance and Business Development Division of HREEO is responsible for several compliance and business development functions that include:

• Assisting contractors who are currently doing business with the City of Saint Paul meet their contractual obligations under their contract
• Assisting minority-owned, women-owned, small businesses and Section 3 businesses learn about and seek business opportunities with the City of Saint Paul, including training and capacity building
• Ensuring contractors doing business with the City of Saint Paul have an up-to-date and approved Affirmative Action / Equal Employment
  Opportunity plan
• Conducting audits to ensure Federal Labors Standards are met

The City of Saint Paul establishes Vendor Outreach and Section 3 goals for minority-owned, women-owned, small, and low-income businesses on development projects. For project timelines and goals, please see the City's Development Project Timeline.

Please complete the Contract Compliance Form and submit via email as soon as funding sources for the construction project are finalized and approved.
