What is the Cultural STAR Program?

The Cultural STAR Program provides grants and loans to Saint Paul cultural projects and organizations. Most projects are located in the Saint Paul Cultural District (bordered by I-94 to the north, the Lafayette Bridge to the east, the Mississippi River to the south, and Chestnut Road to the west). Cultural STAR grows Saint Paul's economy by strengthening the arts and cultural sector and supporting downtown as a vital cultural center.

The four major goals of the Cultural STAR Program are:

  • Build and diversify audiences
  • Promote a broad range of cultural offerings
  • Produce a long-term impact
  • Leverage additional financial support

The Cultural STAR Program is funded by Saint Paul's half-cent sales tax.

Apply to the Cultural STAR Program

Applications to the Cultural STAR Program happen on a yearly basis. Projects must be completed within the following year (or following two years for capital improvement projects). 

The application period for the 2025 Cultural STAR program cycle closed at 4 p.m. on Friday, May 2 and applications are no longer being accepted.

2026 Application Information

Timeline

  • Application period begins: Monday, February 2
  • Virtual applicant workshop: Tuesday, February 10
  • Application deadline: Friday, March 13 at 4 p.m.
  • Applicant interviews: April/May
  • Board recommendations to Mayor and City Council: June
  • Anticipated final funding decision: June/July 2026

Please note that all dates noted after applications close are anticipated but are subject to change. The process may take longer than anticipated, and applicants are encouraged to plan accordingly.

Program notes for 2026

  • There will be only one application round.
  • Eligible projects for this application round must take place between August 1, 2026, and July 31, 2027 (July 31, 2028 for capital projects).
  • The minimum grant request is $5,000.

All applications must be complete, with all required attachments, to be considered eligible for funding consideration. Late or incomplete applications will not be considered. Applicants are advised to carefully consider the program guidelines, FAQs, and attend and/or view the applicant workshop to assure that all elements of their proposal are consistent with program guidelines. There will be NO opportunity for applicants to amend their proposals once they are submitted. Applicants must be under contract for or have completed their contract for any prior STAR funding before applying again.
