Description
The City of St Paul will be replacing the Kellogg-3rd Street bridge to address the need for a more reliable connection to the City that will accommodate people walking, biking, taking transit, and driving.

Timeline

  • July 22, 2024 – Construction mobilization/prep starts with fence removals, erosion control, start access road under the bridge and temporary construction fence. Advanced warning signs will be placed.
  • July 29, 2024 – Kellogg-3rd Street bridge closes/construction begins.
  • Construction is anticipated to last approximately three years.

    • July 29, 2024 – Kellogg Boulevard will be closed from Broadway Street to Mounds Boulevard.

    Construction Impacts and Detours

    Traffic Impacts

    • Kellogg-3rd Street Bridge will be closed for approximately three years.
      • Vehicles will be detoured to East 7th Street. See map for details.
    • Kellogg Boulevard between Broadway and Lafayette will be closed to traffic for reconstruction starting July 29, 2024 through November 2024. 
      • Access to parking lots will be maintained. See detailed maps below.
    • Traffic delays should be expected. 

    Pedestrian and Bike Impacts

    • Pedestrians and bikes will be detoured north on Mounds Boulevard to East 7th Street. 
    • Pedestrians and bikes will also be able to detour south on Mounds Boulevard to Commercial Street and 4th Street. This route may be close temporarily during construction activities or due to flooding.

    Parking Lot and Business Access

    • Parking lots, buildings, and Union Depot will remain accessible during construction from Lowertown on the west side of the bridge. See detailed maps below to access parking lots.
    • Owners and tenants immediately adjacent to the work site will receive separate notices during specific work activities that may affect their property.

    Other road closures and restrictions in Downtown Saint Paul, updated July 26, 2024

    Construction is happening throughout downtown. Plan accordingly and expect delays. Please follow all posted signs. Road and lane closures will change as construction continues.

    • 6th Street: Reduced to one lane between 7th and Wabasha Streets and between Jackson and Robert Streets. 
    • 7th Street: Reduced to one lane between Minnesota and Jackson Streets.
    • Kellogg Boulevard: Closure
      • Kellogg Boulevard/3rd Street bridge closes Monday, July 29 between Broadway Street and Mounds Boulevard. 
      • Access to parking lots and businesses will be maintained.

    • Minnesota Street: Closure
      • Minnesota Street closes Monday, July 29 between 9th and 6th Streets. 
      • Lane restrictions between 11th and 9th Streets. 
      • Access to local businesses will be maintained.

    • Robert Street
      • Robert Street remains reduced to one lane in each direction between 7th and 6th Streets.
      • Pedro Park: No current traffic impacts expected. For more information, please visit the Pedro Park project’s website: www.stpaul.gov/pedropark.
    • Smith Avenue: Only open to southbound traffic between 5th Street and Kellogg Boulevard. 
    • St. Peter Street: Lane restrictions between 6th Street and Kellogg Boulevard. 
    • Sibley Street: Lane restrictions between 5th and 4th Streets.
    • Washington and Market Streets: Closed to through traffic at 6th Street. No left turns on to 6th Street from Washington and Market Streets. No left turns from 6th Street on to Washington and Market Streets.
