1. Abandoned vehicle

An abandoned vehicle is defined as a vehicle that has been left in the following conditions for 48 hours on a private property without consent from the owner, disabled, not secure from entry, without a license plate clearly displayed, and with a license plate that have an expiration date of 90 days or more prior to the date of inspection. 2. Certificate of Occupancy

The Certificate of Occupancy is issued by the City of Saint Paul’s Department of Safety and Inspections. The certificate indicates the existing structure complies with all state and local safety codes allowing its use as a commercial building or for residential occupancy. 3. Complaint

Most complaints dealing with abandoned vehicles, animal complaints, graffiti, garbage and refuse, noise nuisance, weeds and tall grass, vacant buildings, potholes, property maintenance, etc are registered under the City of Saint Paul Citizen Service line at

4. Dogs

According to the City ordinance it is unlawful for any person to own, keep, or have in possession any dog which howls, yelps or barks in a reasonable annoyance to any other persons by constantly barking over a five minute period of time. If you have a barking dog or unleashed dog problem in your neighborhood, you can call the Animal Control Center during normal business hours at (651) 266-1100, or the Saint Paul Police Department non-emergency number at (651) 291-1111 if the center is closed. 5. Graffiti

Graffiti vandalism has been an ongoing problem for the City of Saint Paul. The Saint Paul Police Department has taken this crime very seriously and has been very aggressive in identifying graffiti vandals and arresting them for their crimes.

6. Potholes

The streets are maintained by the Public Works Department. To report a pot hole in the street call

7. Excessive Consumption

The City has two excessive consumption ordinances: one for excessive police calls and one for excessive code inspections. For code inspections an excessive call is a third founded violation within a 12 month timeframe. The police excessive call is defined as four calls in a 30 day period.

8. Residential Street Vitality Program (RSVP)

The Residential Street Vitality Program is a 20-25 year street construction program that will improve the streets in the neighborhoods of Saint Paul. About 10-15 miles of unpaved and older paved streets will be improved by the City each year. Click here for more information...

9. Snow Emergencies

The City of Saint Paul declares a Snow Emergency after snowfalls of “3” or more or with an accumulation of “3” of snow over several days.

Snow removal begins on the evening a snow emergency is declared at 9 pm and continues the following day until 5 p.m.

11. Storm Damage

12. Tall grass and weeds
