Description of Work
General Duty Statement
Performs responsible professional and supervisory work managing all administrative functions relating to property assessments, the collection of assessments and other fees, and record keeping. Performs related duties as required.
Supervision Received
Works under general supervision of a manager or department director.
Supervision Exercised
Exercises technical and general supervision over assigned staff.
Competencies
- Demonstrates an understanding and an ability to learn the full range of principles, terms, procedures, and practices of property assessments, collections, and record keeping, and trains others in the appropriate work methods. Demonstrates familiarity with and capacity to gain considerable knowledge of ordinances, laws, rules, and regulations governing assessment and associated work. Demonstrates an ability to enforce and explain assessment policies.
- Demonstrates an ability to resolve complex technical and operational problems and to refer to appropriate resources or consult with appropriate staff as needed.
- Demonstrates an ability to manage the processing of all City Council ratified special assessments and annual operating and maintenance assessments, including notifications, Council resolutions, invoicing, crediting payments, senior citizen deferrals, and certification to taxation.
- Demonstrates an ability to manage the processing of all City Council ratified nuisance abatement assessments and other fees, charges and expenses collectable by assessment, including notifications, Council resolutions, invoicing, crediting payments and certification to taxation.
- Demonstrates an ability to manage the processing of all annual Right of Way Maintenance Assessment and Storm Sewer System Charge transactions, including notification, invoicing, collection, certification to taxation, contracts with vendors and reporting.
- Demonstrates an ability to manage the collection and reporting of data for the Sewer Availability Charge
- Demonstrates an ability to review and revise assessment policies and procedures as needed, and identifies methods to achieve improved efficiency and effectiveness. Demonstrates an ability to prepare, coordinate, implement, and manage all changes in assessment procedures through resolutions, and through coordination with other city departments, and/or other governmental entities.
- Demonstrates an ability use a full range of current and modern job-related equipment, computer hardware, and software applications. Demonstrates an ability to apply this understanding and ensure the proper functioning of the assessments computer system by assisting in troubleshooting and coordinating with city information systems staff and outside consultants as needed.
- Demonstrates an ability to maintain records, perform accounting entries, collect and analyze statistics, and prepare periodic reports. Demonstrates an ability to prepare budgets for assessment collections and General Fund transfers to various assessment project accounts. Demonstrates an ability to prepare assessment collection estimates for budgeting purposes.
- Demonstrates an ability to communicate effectively, both orally and in writing, communicate one-on-one or in small groups, and give formal presentations as needed. Demonstrates an ability to communicate effectively with the public, City Council and other organizations, and other city staff.
- Demonstrates an ability to prepare for, attend, and participate in the City Council public hearings, supplying pertinent information and recommendations regarding the ratification of assessments.
- Demonstrates an ability to plan, organize, supervise, coordinate, and evaluate the work of subordinates.
- Demonstrates an ability to anticipate customer service needs and respond to complex customer requests.
Requirements
- Bachelor's Degree in Public Administration, Business Administration, Accounting, Finance, Real Estate or a related field and two years of professional level administrative experience in program or project management, property assessments and collections, taxation, real estate, accounting, or equivalent.
- High school graduation and at least sixty (60) semester credit hours acceptable toward an undergraduate degree in Public Administration, Business Administration, Accounting, Finance, Real Estate or a related field and four years of professional level administrative experience in program or project management, property assessments and collections, taxation, real estate, accounting, or equivalent.
