Description of Work
General Duty Statement

Performs responsible professional and managerial work in planning, directing, implementing, and evaluating the activities of the Department of Public Works Department, or a major division of the Department; and performs other related duties as required.

Supervision Received

Works under the general supervision of a unit, division, or department director.

Supervision Exercised

Exercises general and/or technical supervision through lower-level supervisors, professional, technical, and administrative support employees.

Typical Duties Performed

The listed examples may not include all the duties performed by all positions in this class.

  • Plans, directs, implements and evaluates the activities of assigned units of the Department or assists with the management of a major division of the department.
  • Establishes divisional or departmental goals, objectives and work programs in accordance with long and short-range plans of the department and/or manages non-engineering projects that cut across Public Works divisions and/or that require extensive coordination outside the department.
  • Assists the Director and City Engineer in developing the annual departmental budget or major portions of the Departmental department budget.
  • Coordinates projects with other municipalities, other jurisdictions, other departments, other units of the Department and with public, private and community organizations.
  • Evaluates divisional or departmental performance in relation to its goals and objectives.
  • Directs the preparation of or prepares reports and makes recommendations on city-wide or department-wide issues.
  • Represents the department or division before the State legislature, State and federal organizations, the City Council and its committees, the Planning Commission and various other groups and agencies.
  • Studies the feasibility of new management and administrative methods and implements changes to improve operations.

  • Considerable ability to prepare, present and evaluate reports and recommendations.
  • Considerable ability to provide management leadership to difficult situations, large projects, etc.
  • Considerable ability to evaluate risks associated with the work and to seek technical advice and legal counsel as appropriate.

Requirements

College graduation in public administration, business management, or a related field and ten years of increasingly responsible management and administration work; at least three of these years must be in a managerial capacity related to Public Works, and must have managed effectively in a union environment.
