General Duty Statement
THIS IS AN UNCLASSIFIED POSITION. THIS CLASS SPECIFICATION IS FOR ADVISORY PURPOSES ONLY AND IS NOT COVERED UNDER ANY PROVISIONS OF THE CIVIL SERVICE RULES.
The Assistant Chief of Police performs expert-level managerial work providing long-range planning, setting future direction, and commanding police functions in a major division of the police department. The current opening is in the patrol division. This is an unclassified, at-will position, appointed by the Chief of Police.
Supervision Received
Works under the general supervision of a unit, division, or department director.
Supervision Exercised
Exercises general and/or technical supervision through lower-level supervisors, professional, technical, and administrative support employees.
Competencies
- Demonstrates an expert understanding of the principles, practices, and terminology of modern police procedures and technology. Demonstrates an ability to apply this understanding in strategic planning, solving complex problems, and meeting the service needs of the public.
- Demonstrates an expert understanding of police administration and constitutional, civil, state, and local administrative laws. Demonstrates an ability to apply this understanding in solving the most complex problems affecting departmental operations. Demonstrates an ability to formulate recommendations, if needed, for policy changes.
- Demonstrates an ability to organize, plan, delegate, and direct the activities of a Police Division through subordinate sworn and civilian supervisors and personnel. Demonstrates an ability to effectively recommend to the Chief of Police or an ability to hire, transfer, suspend, promote, discharge, assign, reward, discipline, direct, adjust grievances, and approve employee development and performance improvement plans.
- Demonstrates effective leadership of a Police Division by providing competent work direction to subordinate supervisors and employees, promoting the mission and vision of the Department and the City, and reinforcing employee desired work behaviors. Demonstrates an ability to facilitate a successful, group problem-solving process, recognize positive results, manage conflict, and negotiate satisfactory outcomes.
- Demonstrates an ability to plan and manage, within negotiated deadlines, projects that have a high degree of department and/or community contact and impact. Demonstrates an ability to formulate and evaluate the effectiveness of divisional programs, projects, policies, and procedures; and, make changes, where necessary, to improve law enforcement operations. Demonstrates an ability to identify and minimize risks associated with the work to reduce liability.
- Demonstrates an ability to develop and implement budgets, manage funds, monitor expenditures, and plan for and review specifications for new or replacement equipment.
- Demonstrates an ability to lead planning activities and assist elected officials, the Chief of Police, department directors, staff, and customers in analyzing and resolving complex problems.
- Demonstrates an ability to listen, speak, and write, in an effective manner, with a diverse group of individuals, including elected officials, department directors, representatives of other jurisdictions and private organizations, the media, subordinate employees, and the general public. Demonstrates an ability to perform professional liaison activities between City departments, State government, businesses, organizations, and the community.
- Demonstrates an ability to transfer one's knowledge to others, serve as a positive role model, and provide for and encourage the creation of a positive work environment for assigned staff.
- Demonstrates an ability to develop customer service standards or direct others in conducting a customer service needs analysis.
- Demonstrates an ability to understand bargaining unit contracts, administer the provisions of such contracts, participate in negotiations with applicable bargaining units, and handle grievances in accordance with applicable contractual procedures.
Requirements
A Bachelor's Degree in Criminal Justice, Law Enforcement, Sociology, Psychology, Public Administration, Business Administration, or related field is required. Advanced training such as FBI National Academy, Northwestern Command, Southern Police Institute and Staff Course, or similar school is required. A master's degree is preferred together with ten years of command and supervision experience, including demonstrated competency in the areas of leadership, communication, and community relations.
