Description of Work
General Duty Statement
Performs highly-skilled professional and administrative work for the department director and leadership team members, coordinating, communicating, and building relationships relative to planning, housing, and economic development. Works with City lobbyists to articulate the department's legislative needs, coordinates testimony or testifies before legislative bodies, and may act as the department's legislative liaison. Assists in ensuring that reports, data, and recommendations are provided as required. Provides general or technical information regarding departmental functions and policy to the public, state and local agencies, City Council, Mayor's Office, or other City departments. Performs other duties as required.
Supervision Received
Works under the technical supervision of a unit supervisor.
Supervision Exercised
May guide or orient lower-level support, technical, or professional staff.
Competencies
- Demonstrates an understanding of the assigned department's priorities, goals, and objectives. Demonstrates an understanding of the department and City mission, vision, organizational structure, policies, procedures, programs, practices, and services, including familiarity with cost and quantitative analysis techniques and research principles. Demonstrates an ability to apply these techniques and principles to resolve problems associated with the work.
- Demonstrates an understanding of the state, federal, and local legislative processes and an ability to apply this understanding to perform the work required of the position.
- Demonstrates an understanding of software applications applicable to the work being performed. Demonstrates an ability to use software applications, office equipment, and related tools in carrying out routine or complex work assignments.
- Demonstrates an ability to gather, analyze, and interpret complex information, follow complex instructions, and effectively resolve a full range of challenges associated with the work. Demonstrates an ability to assist in work flow analysis and identify and use appropriate materials, methods, and resources necessary to complete the assignments associated with the work of an assigned department.

Requirements
A Bachelor's Degree in Public Administration, Urban Planning, Business Administration, Communications, or a related field and four years of responsible, public administration experience, which ideally includes two years of increasingly responsible experience in advocacy, legislative, and\or lobbying processes.
