Contract and Analysis Services uses the DemandStar system by Onvia to distribute information about bidding and contracting opportunities to potential vendors.

The system allows users to download contracting documents and to submit quotes and bids electronically in a secured environment, eliminating the need to deliver personally to our offices. The Onvia DemandStar system replaces our former Bid Information System (BIS)

Onvia DemandStar is currently being used by more than 400 governments nationwide. Vendors who elect to use the system will have the opportunity to gain access to the contracting opportunities for all of these governmental users.

Contract Services will still provide printed copies of solicitation documents and will continue to accept traditional hard copy submissions. Vendors are encouraged to use Onvia DemandStar to obtain contracting materials and to submit bids and quotes because it is a very efficient tool, but it is not mandatory at present.

One Free Agency
Register for St. Paul-Ramsey County Contract and Analysis Services, which includes both the City of Saint Paul and Ramsey County (government) contracting information for free. Subscribers that wish to register for one specific entity may select either the City of Saint Paul or Ramsey County, instead. Subscribers get access to all contracting information posted on Onvia DemandStar at no charge for St. Paul-Ramsey County Contract & Analysis Services. Registration can be completed at www.demandstar.com/register.rsp.

Metropolitan Area through National Contracting Opportunities (Subscription Fees vary)

If you would like to register for your free notification service of purchase solicitations issued by the City of Saint Paul and Ramsey County through Onvia DemandStar, once you are logged onto the Web page, select the "Onvia DemandStar FREE AGENCY" option. On the form that opens, furnish the pertinent information for your business, be sure to enter "St. Paul-Ramsey County Contract and Analysis Services" in the Agency Name field. You do have the option of requesting registration for the City of Saint Paul or Ramsey County individually.
