Catering License
Overview

This license is for businesses providing, preparing, and/or serving food to persons or groups where all food and service expenses are paid by the person or group, not for individual sales. Retail sale of individual meals is prohibited. The preparation and delivery of box lunches from a licensed restaurant is not considered a catering function.

There are three types of catering licenses:

  • Catering Limited
    A caterer who prepares and serves food in a licensed food establishment and does not transport and/or serve food at a satellite location(s). A food vehicle license is not permitted.
  • Catering Full
    A caterer who transports and serves food at a satellite location(s). A food vehicle license is required. Approved food transport containers must be provided.
  • Catering Add-on
    A caterer who is licensed in conjunction with a restaurant. A food vehicle license is required to transport and serve food at a satellite location(s). Approved food transport containers must be provided.
  • Reciprocity
    Another City's Catering License is acceptable in lieu of a City of Saint Paul Catering License. The caterer must complete a Class R City License Application and show proof of another City's Catering License by providing a copy of a current license. No fee is required.


General Requirements

Environmental Plan Review
Any construction, remodeling, or alterations to a food establishment requires that plans and specifications be submitted to the Environmental Health Section for review and approval.

Change of Ownership
When a food establishment changes ownership, a review of the premises is required to determine compliance with the requirements of Chapter 331A.

Permits and Other Approvals
Contact the Zoning Section (651) 266-9008, Building Inspection (651) 266-9007, and Fire Certificate of Occupancy (651) 266-9090 for any other city zoning, fire, plumbing, mechanical, electrical, or construction permit requirements or approvals.

Expiration/Renewal

A Catering License expires one year from date of issue and may be renewed annually.
