The City of Saint Paul has a program in place to help businesses get reduced-cost bicycle racks in the right-of-way near their business. This program splits the cost of bicycle racks and their installation between the City of Saint Paul and the host business. Updates to this program were implemented in spring 2013.
Key requirements of the program:
- Businesses must not have room for bicycle racks on their private property
- Bike racks must be placed in the public right-of-way
- Bike rack placement must respect ADA and right-of-way guidelines
- Businesses may chose one of three approved rack types: hitch rack, bike bike rack, and swerve rack

the updated guidelines for this program.
