Near East Side Planning Process

Near East Side Study area
The Saint Paul Planning Commission passed a resolution in November 2010 initiating the Near East Side Task Force and planning process.  The resolution states that the goal of the Near East Side Plan is to determine how lands within the study boundaries can be used to enhance and sustain the economic, social and physical prosperity of the city’s Near East Side.  See the map for the study boundaries (green area).

A more specific charge to the Task Force was to focus on specific, implementable, economic and community development action steps.  The outcome is a strategy document that includes a block-by-block assessment of key business needs as well as a block-by-block assessment of real estate development opportunities (including vacant building rehabilitation/re-occupancy and possible new development projects).

  • On September 26th, the Saint Paul City Council approved, subject to Metropolitan Council approval, the Near East Side Roadmap document and related zoning study.  The Planning Commission held a public hearing on the draft document on May 18, 2012. The City Council held a public hearing on September 19, 2012.
  • A Zoning Study was conducted as part of the Near East Side Task Force process.   City staff analysis of proposed zoning impacts on existing uses is being completed during November-December 2011.  A stakeholder meeting was held on January 17th. The Planning Commission held a public hearing on the draft document on May 18, 2012. The City Council held a public hearing on September 19, 2012. The zoning code amendments were adopted at the September 26th City Council meeting..
  • A Commercial Building Subcommittee met every two weeks from May to early September 2011 to determine, more specifically, a commercial real estate strategy for buildings and key blocks within the study area (modeled after previous efforts for Rice Street and Payne Ave). The follow factors were considered: ownership; current uses; vacant parcels and vacant buildings; needs for aesthetic improvements or renovations to buildings; zoning; parking available or needed; and possible new uses.  A community meeting to learn about these ideas and give input occurred Oct. 12th at Bethlehem Lutheran Church at 655 Forest St (corner of Forest and Margaret St)
  • The U of MN's Carlson School of Business Graduate Volunteer Consultants has completed a market research and corridor revitalization study for the East 7th Street corridor.

Task Force

The Near East Side Task Force was chaired by Planning Commission co-chair Barb Wencl, and a neighborhood co-chair from the Dayton’s Bluff Community Council, Jane Prince.  The Planning Commission resolution that initiated the preparation of the plan and formation of the Near East Side Task Force stated that the following stakeholder groups should be represented:

  • Dayton's Bluff Community Council (District 4)
  • Payne-Phalen District Five Planning Council
  • Representatives of North East Neighborhoods Development Corporation and Dayton’s Bluff Neighborhood Housing Services
  • Legislative aides from Wards 6 and 7
  • HealthEast Medical Transportation
  • Developer of the historic core of the Beacon Bluff site (Ironton Assets LLC)
  • Metropolitan State University
  • Historic Saint Paul
  • CLUES
  • Commercial property owners and/or business owners (owner of Hamm Brewery site north of Minnehaha, the Housing and Redevelopment Authority, the St. Paul Port Authority, and potentially others)
  • Representatives of a local business association
  • Hmong American Partnership
  • Latino Economic Development Center (LEDC)

Meetings
  • Task Force dates:  2011: March 29, April 19, May 10, June 14, September 13, October 11, November 15; 2012: Jan. 31 and Feb. 28.  All meetings to start at 5:00 PM; location at Dayton's Bluff Community Council offices (798 E. 7th St).
  • A large public meeting to learn more and provide input was held Oct. 12, 2011 at Bethlehem Lutheran Church.  Draft commercial buildings recommendations for East 7th St were presented and a discussion occurred.  See materials from the event below. 
  • A second large public meeting was held on January 17, 2012 to present initial recommendations for the Near East Side Rezoning Study.  City staff presented the Task Force rationale for the proposed rezonings, and property owners were able to ask questions and make comments about the proposals.
