Legislative Code Section 135.03 regarding permit requirements which states in part:
An excavation permit is required to excavate that part of the right-of-way described in such permit and to hinder free and open passage over the specfied portion of the right-of-way by placing equipment described therein, to the extent and for the duration specified therein.
Each permit includes a base fee which varies with location and roadway traffic volumes. The base fee covers a typical one hole (4ft by 6ft) dig. Additional fees will be added for each foot of linear excavation; disruption charges may also be included for lane or total road closures - also based on linear feet.

Each applicant is required to register with the Right of Way Permit Desk and will be asked to provide information regarding the excavation as well as proof of insurance naming the city as additional insured.
NOTE: Large or complex utility excavations will require approval of a plan by the city of Saint Paul's Utility Review Committee prior to applying for a right of way permit.
All final restoration work must be completed by the city of Saint Paul Public Works
