Residential Street Vitality Program (Street Construction Projects)
The City of Saint Paul’s street construction projects are all part of the Residential Street Vitality Program (RSVP). Funded from street improvement bonds and assessments, the RSVP program was started in 1996 and is a long-term plan to reconstruct all of the city’s residential streets. Depending on the scope of each project, Public Works is typically able to complete two to four RSVP projects, or 8–10 miles, per year.

Improvements made during an RSVP project include:
  • Installing new street lighting
  • Planting new trees
  • Street paving
  • Upgrading sewers and utilities as needed

Projects are prioritized according to the areas that have the greatest need.
