Minneapolis Department of Civil Rights investigates charges of discrimination against members of protected classes as well as civilian complaints of police misconduct.  The Minneapolis office also ensures employment and purchasing goals for women and minorities on all City-funded construction.

The Minnesota Department of Human Rights (MDHR) investigates charges of discrimination.  In addition, the Department also ensures that businesses seeking state contracts are in compliance with equal opportunity requirements.

The U.S. Equal Employment Opportunity Commission (EEOC) is responsible for enforcing federal laws that make it illegal to discriminate against a job applicant or an employee because of the person's race, color, religion, sex (including pregnancy), national origin, age (40 or older), disability or genetic information. 

The EEOC may refer complaints to the City of Saint Paul that are initially filed with them or to the Minneapolis Department of Civil Rights or the State Department of Human Rights.

Unlike the other departments listed above, the EEOC does not investigate charges of discrimination in any other area but employment.
