Online Bill Pay
Saint Paul Regional Water Services is pleased to offer our customers the convenience of online utility bill payments.

Access is fast, easy, safe, and free.

You will need your customer and account numbers to access your account.

Credit Card
Over the telephone, 24 hours a day, or in person at McCarrons Center, 8:00 am to 4:30 pm, 1900 Rice St., Saint Paul, MN 55113.
We accept Visa, MasterCard, Discover, and American Express credit/debit cards.

Money Order or Check
In person, by return mail with your bill stub, or in one of our drop boxes:

For next-day processing, at McCarrons Center. The drop box is located in the visitor parking area at 1900 Rice St. and is available 24 hours a day.

For 48-hour processing, a drop box is located at Saint Paul City Hall, 15 Kellogg Blvd., West (Downtown Saint Paul). Doors are open from 8:00 am to 4:30 pm, and visitors must pass through security.

Direct Payment Plan
Join more than 10,000 utility customers and have the amount deducted electronically from your checking or savings account. There is no charge for this service, and every billing period, a statement is mailed showing exactly the amount that will be deducted from your account and when.

To sign up, follow the instructions on the Automatic Bill Payment application, or call Customer Service at (651) 266-6350 to request an application.

Make sure you select "Direct Pay" as your automatic bill payment option.


Monthly Manager Plan
This is an excellent tool for budgeting your monthly expenses. A fixed monthly payment is calculated based on your average water usage over the last 12 months. The fixed payment is deducted electronically each month from the account you designate.

Every three months you’ll receive a report showing your actual consumption.
Once a year we will recalculate your monthly payment based on actual water used. Available to quarterly customers only.

There is no charge for this service.
