Health / Sport Club License

A building or portion of a building designed and equipped for the conduct of sports, exercise, leisure-time activities, or other customary and usual recreational activities, operated as profit or non-profit, and which can be open only to bona fide members and guests of the organization or open to the public for a fee.

An adult health / sports club (Class B) is a health / sports club which excludes minors by reason of age.

Code Requirements

See Chapter 427 of the Saint Paul Legislative Code for information about health / sport clubs.

Application Requirements

You must submit the following:
  • Class N City License Application 
  • Lease / rental agreement or proof of ownership
  • Written proof that all employees are at least 18 years of age, if applying for a Class B (Adult) License
  • site plan
  • Required fee


This license requires inspection approvals from the Saint Paul Fire Department (Ph: (651) 266-8989), Environmental Health (Ph: (651) 266-8989), Licensing (Ph: (651) 266-8989), and Zoning (Ph: (651) 266-9008).


The fees are $345.00 per year for both Class A and Class B.


A Health / Sports Club License will expire one year from date of issuance and may be renewed annually.
