Rooming & Boarding House License
Overview

A rooming house provides living and sleeping for more than four unrelated individuals for periods of one week or longer. A boarding house includes the rooming house definition plus providing meals to its residents. A supervised rooming and/or boarding house provides personal assistance and supportive services.

A Rooming and Boarding House License requires a Food - Boarding Facility License if serving food.
If the facility is licensed by the State of Minnesota Department of Health, it is exempt from City of Saint Paul licensing.

See Chapter 321 of the City of Saint Paul Legislative Code for information about rooming and boarding houses.


Application Requirements

You must submit the following:
  • Class R City License Application
  • Zoning Business Application
  • If a supervised facility, a Certificate of Insurance with $300,000 general liability single limit coverage per occurrence for injuries or damages to persons or property
  • Required fee


Inspections

This license requires inspection approvals from the Saint Paul Fire Department (Ph: (651) 266-8989), Environmental Health (Ph: (651) 266-8989), Licensing, (Ph: (651) 266-8989), and Zoning (Ph: (651) 266-9008).


Fees

The annual fee for a Rooming and Boarding House License or a Supervised Rooming and Boarding House License is $178.00 per location.

Other fees include:
  • Food Boarding Facility: $353.00
  • Environmental Plan Review (EPR): $380.00
  • Change in owner: 25% of EPR

If the facility is licensed by the State of Minnesota Department of Health, it is exempt from City of Saint Paul licensing.


Expiration/Renewal

A Rooming and Boarding House License will expire one year from date of issuance and may be renewed annually.

If supervised, license will expire with insurance expiration date.
